V. Human Rights Abuses of Street Children
Indeed, the CRC requires the state to provide special protection and assistance to children who are temporarily or permanently deprived of their family environment.93 Nevertheless, our research suggests that the round ups of children in Hanoi often are primarily carried out to make them less visibleparticularly to visitors to Vietnamrather than to further their best interests. The combination of the questionable authority on which police detain these children, the purposes for which they are detained, and the absence of any judicial process or oversight for their detention renders the detention of these children following massive sweeps arbitrary and unlawful under international law. Most children interviewed by Human Rights Watch said they were picked up from public placesparks, restaurants, tea houses, and streetsby between two and four regular police officers or members of Canh Sat 113 (an emergency mobile police force), sometimes together with brown- or green-uniformed government security guards (bao ve),who patrol the lake areas and other tourist spots.94 In some cases, many children are rounded up at the same time and put into police vans, which are often stationed across the street from Hoan Kiem Lake.
Detective praised for his work ethic

He was 32. A Miami native, Perez joined the Miami-Dade Police Department in 1999. His assignments ranged from handling robbery cases in the Doral District to gang-related burglary cases in the Hammocks District. Casas, Hammocks District Commander. ``He took particular pride in apprehending robbery subjects.'' A hand-written note from Major Casas on his last evaluation dated Jan.
From Japan, fan answers Hawks' call
Frenzied fans from Bellingham to Chehalis will roar with all their might Saturday as the Seahawks clash with the Green Bay Packers. But one Tacoma native has emerged as an intrepid, dyed-in-the-blue-wool fan, a man who wouldn't let jet lag, money or the vast Pacific Ocean stop him from watching pigskins spiral. Consultant Ross Wakefield, 36, flew 12 hours from Tokyo to watch the Seahawks play at Green Bay's Lambeau Field. "Everybody in Japan thinks I'm a freak," he said in a phone interview, adding that he has flown back for six home games this season. "They say, 'How can you travel back and forth for a game? It's just a game.' " His reasons for flying to Chicago and driving about three hours to Green Bay are clear: "When I was a kid, my family was poor.

Lorenzo is going to community college in Hutchinson, Kan., to play ball. Dennard has not visited Nebraska, but said Thursday night, "I liked the coaching staff. I liked Coach (Bo) Pelini. I liked Memorial Stadium. I checked it all out on the Internet." Dennard gives NU 22 commitments. Marvin Sanders, formerly a North Carolina assistant, was the primary recruiter and paid a visit to Dennard Wednesday night. Ledford said Dennard runs the 40 in 4.4 and has a 36-inch vertical leap. He also is a point guard on the hoops team and runs sprints on the track team. On the football field, Ledford moved Dennard from an outside linebacker/strong safety spot to cornerback midway through the junior season. In his first two games at corner, he had five interceptions.
Page 2's preseason MLB power rankings
We know it's early. We know there are people who think it's too early to rank the teams about to begin the 2008 Major League Baseball season. One hundred and sixty-two games left to be played, they say. Everything still up for grabs, they insist. But these are the same people who say B12 sounds like a plausible explanation, and LiLo's nudey New York Mag shoot looks like the beginning of a real turnaround. These people are innocents. We know better. .
